1)Click start->run->gpedit.msc
2)computer configuration->Administrative Templates->Network->QoS Packet Scheduler ->Limit reservable bandwidth
3)By default it is not configured.Click on Enabled & change value to 0->Ok.

Again, XP doesnt reserve BW for WIndows Update.
